    Regulatory Updates

    Craig Filip, Western Region – Materials Management Technical Assistant, ODEQ, presented a high level overview of the recent changes to the Opportunity to Recycle rules and DEQ’s plans for implementation.  

    David Allaway, Materials Management Program, ODEQ provided an overview of the revived grants program, efforts under way to develop a new statewide Household Hazardous Waste management plan, DEQ’s Preventing the Wasting of Food project, the Strategic Plan for Reuse, Repair and Extending the Lifespan of Products in Oregon, and the Oregon Concrete Environmental Product Declaration (EPD) Program.

    Mark Nystrom, Energy, Environment & Land Use Policy Manager, Association of Oregon Counties discussed secure medicine takeback legislation.

    Willie Tiffany, Director of Regulatory Affairs, Oregon Refuse & recycling Association discussed recent developments in the Clean Air Oregon program and impacts to solid waste facilities.


    Michael Pronold, Stormwater Program Manager, City of Portland.  Michael described proposed revisions to the NPDES 1200-Z permit.

    Joe Kalmar, PE, Landau Associates. Joe reviewed stormwater treatment technologies and case studies for successful removal of metals and other pollutants and pollutant source control and compliance under the Oregon Department of Environmental Quality 1200-Z General Permit.
